The Town of Topsail Beach is pleased to announce the appointment of Timothy Flewwellin as Chief of Police for the Topsail Beach Police Department.

Chief Flewwellin has served as Interim Chief of Police since August 1, 2026, following the retirement of longtime Police Chief Sam Gervase. He brings more than 16 years of law enforcement experience serving communities throughout southeastern North Carolina.

Chief Flewwellin’s law enforcement career includes service with the Burgaw Police Department, the Surf City Police Department, and the Topsail Beach Police Department, which he joined in 2017. During his tenure with the Burgaw Police Department, he served as both a Patrol Sergeant and Detective.

Since joining Topsail Beach, Chief Flewwellin has served in leadership roles focused on patrol operations, officer development, and community policing. He completed the Police Chief’s Institute through the North Carolina Justice Academy and attended the University of North Carolina School of Government’s Municipal and County Administration program. He is also a certified law enforcement instructor, firearms instructor, and FAA-certified Remote Pilot.

During his time as Interim Chief, Flewwellin has provided steady leadership to the department while continuing to support its officers and staff and strengthen relationships throughout the Topsail Beach community.

The Town looks forward to Chief Flewwellin’s continued leadership and his commitment to maintaining the high level of public safety, professionalism, and community service expected of the Topsail Beach Police Department.
