Job Title: Building Inspector
Salary Range: $25.50/hour (12 hours a week)
Appointment Type: Regular, Part-Time

The Town of Topsail Beach is currently accepting applications for the position of a Part-Time Building Inspector.   This position is multi-trade and requires a minimum of Level 1 in all of the following: Building, Plumbing, Mechanical and Electrical.  This position reports to the Assistant Town Manager. 

An employee in this position is subject to working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, odors, dusts, mists, and oils and may be asked to perform damage assessments after emergencies.  An employee in this position must have excellent communication skills to explain complex information in non-technical manner and be able to use firmness and tact when enforcing ordinances and codes.

Knowledge, Skills, and Ability Requirements:

  • Ability to conduct field inspections of new, existing, or remodeled buildings, residences, and businesses for conformance with safety standards, codes and ordinances. 
  • Knowledge of minimum housing code requirements and enforcement process.
  • Knowledge and ability to read and interpret plans, surveys, maps, and other technical data reports.
  • Knowledge and understanding of local Town ordinances and how to interpret and apply them.
  • Ability to work with other state and federal agencies and organizations.
  • Excellent verbal communication skills and ability to explain complex information in non-technical manner.
  • Ability to establish and maintain effective working relationships with property owners, contractors, and the general public.
  • Skill and Ability to perform clerical work such as daily inspection reports and work sheets, maintenance and organization of records, input data in inspection software, and communicate by email.
  • Limited knowledge of CAMA and FEMA Flood Regulations.
  • Ability to work independently and without close supervision.
  • Ability to resolve compliance problems with property owners and/or contractors.

Typical Qualifications:
Level 1 in Building, Plumbing, Mechanical and Electrical.  Knowledge in FEMA flood requirements and CAMA regulations are desired but not required.  

Special Requirement:
Possession of a valid North Carolina driver's license.

Statring Salary: Base on Experience
Hours: Regular Full-Time

The Town of Topsail Beach is in search of a full-time firefighter.  Work requires that the employee stay abreast of state-of-the-art fire suppression procedures, techniques, and equipment and requires the employee to incorporate the necessary changes into in-service training. The employee is subject to the hazards associated with firefighting and rescue work including working in inside and outside environments, in extreme hot and cold temperatures, loud noise, vibration, moving parts, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. The employee is also subject to the final OSHA standards on bloodborne pathogens.

Physical Requirements:
Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions.

Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force. frequently, and/or up to 20 pounds of force constantly to move objects.
Must possess visual acuity to size up the color, volume, and extent of fire involvement at fire scenes, to operate heavy fire apparatus in emergency situations, and to prepare records and reports.

Desirable Education and Experience: 
Graduation from high school supplemented by completion of courses and seminars in fire service and in fire code enforcement and considerable experience in a fire service; or an equivalent combination of experience and education.

Special Requirements:
Possession of a valid North Carolina driver's license. 
Possession of NFPA Firefighter I & II certification.
Knowledge of Pump Operations.
