Job Title: Public Services Crew Leader 
Salary Range: $39,242 - $60,825
Appointment Type: Regular, Full-Time

The Town of Topsail Beach is accepting applications for the position of a Public Services Crew Leader in the Public Works Department.  An employee in this position serves as working crew leader and performs supervisory work planning, organizing, participating and directing the work of crews engaged in streets, buildings, grounds and solid waste functions of Town. Work also includes assisting with a variety of unskilled or semi-skilled tasks and performing maintenance and servicing of equipment within the Public Works Department. An employee in this position is subject to hazards associated with utilities including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, odors, dusts, mists, and oils. Work also requires on-call and call-back responsibilities as well as weekend work. Work is performed under general supervision of the Public Works Supervisor, but some independent judgement is required. 

Knowledge, Skills and Ability Requirements:

• Considerable knowledge of the principles and practices for installations, repairs, and/or operation and maintenance of the Town’s roadways and beach accesses.

• Knowledge and ability to operate heavy equipment (such as tractor, backhoe, front end loader, etc.) as well as basic administrative skills.  

• Ability to serve as a crew leader and to perform responsibilities of crew

• Skill and care in the operation and maintenance of equipment.

• Ability to understand and follow oral and written directions.

• Ability to read plans, maps, and drawings.

• Ability to establish and maintain effective working relationships with supervisors, peers, subordinates and citizens.

• Ability to work independently and without close supervision.

• Ability to lead coworkers.

• Ability to maintain records of work activities and prepare simple reports.

Desirable Education and Experience:

Graduation from high school and three (3) to five (5) years of experience in street construction, maintenance and repair experience, including some supervisory experience; or an equivalent combination of education and experience.

Job Title: Water Operator  
Salary Range: $41,204 - $63,866
Hiring Salary: Based on Qualifications
Appointment Type: Regular, Full-Time

The Town of Topsail Beach is accepting applications for an experienced Water Operator with a background in water utility construction and maintenance. Must be familiar with the operations, maintenance and repair of water treatment plants.  An employee in this position maintains distribution pumps, chlorine pumps and analyzers.  Performs and maintains records of daily, monthly, and annual water sampling.  Must possess ability to install water meters (water tap maintenance, repair, and troubleshooting) and be familiar with PVC water main and fire hydrant installation and repairs. This position requires the knowledge and ability to operate heavy equipment (such as tractor, backhoe, front end loader, pumps etc.) as well as basic administrative skills.  This position will go on an “on-call “rotation which will include weekend work.  

Knowledge, Skills and Ability Requirements:
Working knowledge of water system operations, water treatment and water plant operations. Skilled in the use and care of assigned tools and equipment.  Capable of performing heavy manual labor as necessitated by work assignments.  Possess the ability to work cooperatively as a team member and respond courteously to citizens.

Desirable Education and Experience:
Graduation from high school or equivalent and experience as a water operator with a background in water construction. 

Special Requirement: 
Possession of a valid North Carolina driver's license.
Possession of a valid C- Well License
Possession of a valid B- Distribution License
Possession of commercial driver’s license is preferred as well as willingness to obtain other water certifications.

Statring Salary: Base on Experience
Hours: Regular Full-Time

The Town of Topsail Beach is in search of a full-time firefighter.  Work requires that the employee stay abreast of state-of-the-art fire suppression procedures, techniques, and equipment and requires the employee to incorporate the necessary changes into in-service training. The employee is subject to the hazards associated with firefighting and rescue work including working in inside and outside environments, in extreme hot and cold temperatures, loud noise, vibration, moving parts, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. The employee is also subject to the final OSHA standards on bloodborne pathogens.

Physical Requirements:
Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions.

Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force. frequently, and/or up to 20 pounds of force constantly to move objects.
Must possess visual acuity to size up the color, volume, and extent of fire involvement at fire scenes, to operate heavy fire apparatus in emergency situations, and to prepare records and reports.

Desirable Education and Experience: 
Graduation from high school supplemented by completion of courses and seminars in fire service and in fire code enforcement and considerable experience in a fire service; or an equivalent combination of experience and education.

Special Requirements:
Possession of a valid North Carolina driver's license. 
Possession of NFPA Firefighter I & II certification.
Knowledge of Pump Operations.
