Here is a list of Topsail Beach beach and sound accesses, including amenities at each location: Beach and Sound Accesses List.
During the summer, the Town has three locations with beach access mats to help with accessibility located at: Access #1A – Catherine Ave, Access #14 – Darden Ave, and Access #16 – South Side of the Sea Vista.
PAID PARKING
To collect revenue to pay for regular beach maintenance and nourishment, the Town of Topsail Beach has implemented paid parking at Beach Accesses #5 through #15 and the South End Parking Lot (Sound Access #1).
Basic Information:
- Enforced 9 a.m. to 5 p.m. every day, March 1st through October 31st
- Visitors can purchase a parking permit via any of three options:
- Download the “SurfCAST by Otto” mobile app via Apple App Store or Google Play for Apple and Android devices,
- Scan the QRcode located on the signs in the designated parking areas for link to the Otto Connect, Inc. secure website, or
- Call the Otto Connect phone service at 910-200-1497
- 2025 SEASON - Residents and property owners are permitted one parking pass free of charge with verification (water or tax bill). Passes must be picked up at Town Hall.
Enforcement/ Violation Fees:
- Enforcement personnel will scan license plates at each lot multiple times per day and issue a citation to those who have not paid.
- Same Day Violation Payment: $30
- Standard Violation Payment: $50
- After 30 days, violations will be forwarded to the Topsail Beach Police Department for collection action

PARKING RULES AND REGULATIONS
Public parking availability is limited each summer because of the popularity of the Town's public beach, especially on weekends and holidays. To avoid a citation and $50 fine, get there early and park in designated areas.
EMERGENCY VEHICLES NEED CLEAR ACCESS TO THE ROADS TO RESPOND TO EMERGENCIES.
- Do not park in an Unauthorized Area identified as No Parking
- Do not park on any portion of the roadway or travel lane
- Do not park within 15 feet of a Fire Hydrant, blocking the driveway of the Fire Department, Rescue Department, Private, or Business
- Do not park on the paved portion of a sidewalk, bike path or bikeways
- Do not park within a crosswalk
- Do not park within 25 feet of an intersection
- Do not park opposing traffic
- Do not park in an area other than those designated parking spaces clearly delineated by parking stops or similar markings in town-owned parking lots
- Do not park in a space designated as Handicap without a valid handicap plate or hangtag
- Do not double park
- Do not park in a private driveway or on private property without express permission of the owner
- Do not park within the designated Emergency Vehicle Access points
