Protecting the South End: Updates to Beach Driving, Horseback Riding, and Pet Guidelines
Notice to Our Community and Visitors
With the recent acquisition of the Topsail Nature Preserve on the south end of Topsail Island by N.C. Department of Environmental Quality’s (DEQ) Division of Coastal Management (DCM), in partnership with the North Carolina Coastal Land Trust (NCCLT), Topsail Beach has entered an exciting new chapter dedicated to preserving one of our Island’s most cherished natural treasures.
We know how deeply our local community, long-time visitors, and beloved fishing community care about the South End. For decades, driving down to the inlet to fish, spend time with family, and enjoy the coast has been a treasured tradition. Balancing the protection of this delicate sanctuary with our Town's traditional uses was a difficult decision.
To meet essential conservation standards, protect fragile dune structures, and safeguard nesting habitats for local wildlife, vehicular beach driving, horseback riding and dogs off leash will no longer be permitted on the beach strand in the Topsail Nature Preserve.
Key Information for Visitors, Anglers & Pet Owners
- Pedestrian & Foot Access Remains Open: The Topsail Nature Preserve remains open for you to enjoy. Anglers, walkers, and nature lovers are fully welcome to access the shoreline on foot.
- Permit Transition: Beach driving and horseback riding permits will no longer be issued or renewed. Emergency, municipal, and coastal management vehicles will be the only motorized transport allowed for safety and maintenance operations.
- Leash Requirements for Dogs: To help protect nesting shorebirds and sensitive wildlife throughout the newly conserved area, dogs are now required to be kept on a leash at all times at the South End. We love our four-legged beachgoers, and keeping them leashed ensures both their safety and the preservation of native habitats.
- Respecting Natural Boundaries: Visitors are asked to use designated walkways, stay off fragile dunes, and give nesting wildlife plenty of space.

This transition represents a major commitment to keeping the beloved South End wild, pristine, and beautiful for generations to come. While we recognize that changes to long-standing traditions can be difficult, this collective effort ensures that the natural beauty of Topsail Beach remain intact for the future.
