The Town of Topsail Beach is pleased to announce the appointment of Sergeant Timothy Flewwellin as Interim Chief of Police, effective August 1, 2026, following the upcoming retirement of Police Chief Sam Gervase.
Interim Police Chief Flewwellin brings more than 16 years of law enforcement experience serving communities throughout southeastern North Carolina. His law enforcement career includes service with the Burgaw Police Department, the Surf City Police Department, and, since 2017, the Topsail Beach Police Department. During his tenure with the Burgaw Police Department, he served as both a Patrol Sergeant and Detective.
Since joining Topsail Beach, Interim Police Chief Flewwellin has served in leadership roles focused on patrol operations, officer development, and community policing. He completed the Police Chief's Institute through the North Carolina Justice Academy and attended the University of North Carolina School of Government's Municipal and County Administration program. He is also a certified law enforcement instructor, firearms instructor, and FAA-certified Remote Pilot.

As Interim Chief of Police, Timothy Flewwellin is committed to providing steady leadership, supporting the department's officers and staff, and continuing to build strong partnerships with the community while maintaining the high level of public safety and professionalism expected by the Town of Topsail Beach.
